They need to be willing to go against the state of Oregon, challenging an Adoptive Placement. Adoption Committe was presented "facts" by the Agency that had been proven 14 months earlier to be fabrications of a caseworker who did not approve of the birth mother’s adoptive choice.
We are third cousin’s to the 3 children in question, we have been activly involved in their lives since the oldest was 13 months old. As soon as we were made aware there was a need for the children to be adopted we have done everything needed to become that resource. The agency is supporting the foster parents as an adoptive resource, they have been custodial since Sept. The birth mother is developmentally delayed buy antibiotics and suffers from PTS due to birth father’s ongoing stalking. We are a large family and realized to late how severely she was affected by him. There was never any abuse, just a lack of understanding as to what it takes to raise children.
The agency had numerous opportunities to help heal our family. Yet they allowed and undertrained new hire caseworker to make a decision based on her own personal oppinion – instead of the facts she was presented with.
In answer to your question, yes. Custody of the kids / caseworker accountability / competent training

For you, I would probably choose the http://www.martindale.com site — they have an attorney comparison option. Look for a firm that has been around a long time (you need experience) Choose 3 or 4 that look promising, and call them all. Ask for a meeting with the attorney and explain that you are interviewing several attorneys for this. Then go with the one that makes you feel most confident.
Many times, if they don’t have experience but know someone who does, they will refer you to someone that can help you. (Or just ask that person for assistance.)

Hold it – are you looking to try to gain custody of a child already placed to another family because you feel the child should have gone to you – and were denied because of alleged bias by the caseworker?
If that is the case, you are going to have one HELL of a time finding any attorney that wants their name attached to a case like that which will gain international attention and make them look like the bad guy for trying to take a child from the only family it knows…
if you are just looking for diciplinary action against the caseworker and agency, that is not a family court matter.
You are looking for a family law "specialist". You should contact the Oregon State Bar and ask if there are family law specialists in Salem.
A lawyer usually cannot claim to be a specialist unless the lawyer gets special certification from the state the lawyer is in.
Specialists are expensive though. Be prepared to pay anywhere from $350 to $1000 per hour and give a retainer of $10,000 to $50,000.
