Father is 84yrs and suffering from dementia. Mother has power of Buy Cipro Online without prescription attorney. My sister and mother do not get along. She has been getting information from doctor regarding my father on phone, scheduling appointments and taking him without my mother’s knowledge, and taking other non-family members to appointments. My mother confronted doctor and his comment was "he did not believe in power of attorney and was concerned more about patient." Any advice?

HIPPA does prevent a Dr from releasing information to anyone other than the patient or the patient’s delegate. But in this case, your father was present. I believe he could personally authorize the release of the information.
Why dont you talk to the social worker that works in the hospital? Or ask to speak to a patient relations representative
