I don’t think you always need an atty. I found this site that does adoptions, they complete the paperwork for you, and you file it at the court house. (http://myadoptionforms.com/child_adoption_service.html)
I guess it all depends on where you are adopting the children from. If its from CPS then all you should need is to follow their rules (homestudy, etc) then complete the adoption docs and file them.

you cannot just file paperwork. There is so much more to it. You must go through an agency, a lawyer or through the foster care system. Every state has their own laws but some of the basics are, most states you must be 21, some say 18 maybe, sometimes classes, background checks, interviews, references, homestudies, fingerprints plus getting the bio parents parental rights terminated. All this gets done before you go to court to adopt. Some states require you to get foster care certified first.
